OIG AND SAM
1. SERVICES
a. The contractor(s) shall provide the services of up to two (1) full-time Histopathology Technician in accordance with the specifications, terms and conditions listed herein. All work performed under this task order will be completed in the Client's Pathology and Laboratory Medicine Service.
b. The period of performance shall be for a one (1) year task order with four (4) option years to extend services. The Contractor is to provide fixed pricing in the Price Schedule. The quantities in the Price Schedule are estimates only. Contractor will be paid only for actual services performed.
c. As listed below; the vendor shall submit with its offer the following documents:
• Curriculum Vitae (CV)/Resume of the proposed service providers. Offerors are
encouraged to submit qualified candidates (there is no limit).
• Histopathology Technician: copy of Histopathology certification, as applicable
• Copy of offeror's Skills Checklists for each proposed provider
• Three work related references for each proposed provider
B.3 STATEMENT OF WORK
The contractor(s) shall provide services at the Client Illiana Healthcare System (ClientMC) Pathology and Laboratory Medicine Service for Histopathology Technician. This is a new requirement for the ClientMC which is needed to augment staffing shortages for current and anticipated vacancies over the next five years.
The duties and responsibilities of the providers include, but are not limited to the following:
1. Histopathology Technician
a. Accession and receive samples into Client laboratory information system package for in
house testing or send outs to reference laboratories.
b. Prepares specimens for analysis; ensuring that the physiologic states of the specimen
properties are maintained.
c. Edit and verify results recorded into the computer system.
d. Stock and maintain specialized supplies used in the work area.
e. Perform a full range of automated and non-automated laboratory procedures in the areas
of Cytology and Surgical Pathology, according to established protocols.
f. Calibrate, standardizes, adjusts and maintains instruments on which trained. Verifies
correct instrument operation using established procedures and quality control checks and
monitoring. Identifies the cause of common problems and makes simple repairs.
g. Perform validation studies on various equipment in the department.
h. Conducts quality control procedures on equipment, reagents, and products and maintains
proper records for quality control reports.
i. Collect quality data for Quality Assurance programs, including Joint Commission.
j. Communicate with clinics and providers regarding specimen adequacy or other issues
relating to collection, or labeling.
k. Participate in VISN technical committees for Cytology and AP.
l. Developing partnership with local funeral homes. Monitor compliance with onsite morgue.
m. Responsible for record management organization and compliance for Histology
department.
n. Communicate with Decedent's affairs and complete paperwork required.
o. Performing Frozen sections when required.
p. Monitor temperature compliance in histology areas.
3. BUSINESS HOURS
Laboratory Services hours of operation: 24 hours a day, 7 days a week.
3.1. WORK SCHEDULE
a. Contract staff shall supplement fulltime Client Staff. Overtime may be necessary on weekdays (non-holiday) and is applicable for any time over 40 hours in a one week pay period worked at the Client. Overtime shall be pre-approved by the Lab Manager.
Histopathology Technicians
Monday through Friday, 8:00 a.m. – 4:30 p.m.
No Overtime and No holidays.
All authorized key personnel will have a 30-minute unpaid lunch break.
3.2 FEDERAL HOLIDAYS
The 11 holidays observed by the Federal Government are: New Year's Day (January 1st), Birthday of Martin Luther King Jr. (3rd Monday in January), Washington's Birthday (3rd Monday in February), Memorial Day (last Monday in May), Juneteenth National Independence Day (June 19th), Independence Day (July 4th), Labor Day (1st Monday in September), Columbus Day (2nd Monday in October), Veterans Day (November 11th), Thanksgiving Day (4th Thursday in November), Christmas Day (December 25th) and any other day specifically declared by the President of the United States to be a national holiday.
When one of the above designated legal holidays falls on a Sunday, the following Monday will be observed as a legal holiday. When a legal holiday falls on a Saturday, the preceding Friday is observed as a holiday by U.S. Government agencies.
