Under general supervision, the Manager of Emergency Preparedness is responsible for the implementation and maintenance of the Emergency Preparedness Program. This includes the coordination of activities relating to prevention, mitigation, preparedness, response, and recovery.
Essential Functions

- Develops and implements disaster preparedness training and exercise program that tests and supports emergency plans for OU Health, identifies deficiencies, and strives to improve organizational resiliency.
- Ensures training and exercise program meets requirements as mandated and/or recommended by federal, state, and/or local agencies.
- Responsible for scheduling, coordinating, and conducting training courses, workshops, seminars, exercises, and meetings. Which may include securing instructors (as required), developing and sourcing instructional materials, and securing equipment and reserving facilities.
- Develops and implements disaster preparedness training and exercise program that tests and supports emergency plans for OU Health, identifies deficiencies, and strives to improve organizational resiliency.
- Maintains records and documents on training and exercises conducted and/or hosted by OU Health as mandated and/or recommended by federal, state, and/or local agencies.
- Assists in emergency response and operations when directed, and in disaster planning.
- Conducts training of organizational staff in the preparation of long-term plans that are compatible with the mission and vision of OU Health.
- During a disaster, work schedule is subject to be adjusted to properly support the operations of the EOC.
- Performs other duties as assigned.
Minimum Qualifications:
Education:
- Bachelor’s Degree required. Degree/course work in emergency management, public administration, sociology, or other related field preferred.
Experience:
- Three (3) to five (5) years of progressive leadership experience required. One (1) year experience in the research, analysis, planning, and development of an emergency plan, large scale exercise, or training program for emergency operations preferred.
License(s)/Certification(s)/Registration(s) Required:
- Must possess and maintain a valid driver’s license.
Knowledge and Skill:
This position operates in a professional office environment. Professional attire required. This position routinely uses office equipment such as computers, calculators, multi-line telephones, photocopiers, scanners, binding machines, filing cabinets, and fax machines. This position is routinely in contact with the public, other OU health employees, elected officials and members of other entities.
The majority of work is performed in a professional office setting with some field work as required. Must possess vision to read printed materials and a computer screen; and hearing and speech sufficient to communicate in person and over the telephone.
Position requires sitting with upward and downward flexion of neck; fine finger dexterity and light to moderate finger pressure to manipulate keyboard, equipment controls, and other office equipment; pinch grasp to manipulate writing utensils. Frequent side-to-side turning of neck, walking, standing, bending and stooping, pushing/pulling, twisting at waist, moderate wrist torque to twist equipment knobs and dials; lifting objects weighing up to 25lbs. from below waist to above shoulder level.
Some local travel to various locations to attend meetings may be required.
- Basic knowledge of the Hospital Incident Command System / Incident Command System (HICS/ICS) under the National Incident Management System (NIMS).
- Basic knowledge of the Homeland Security Exercise and Evaluation Program (HSEEP).
- Basic knowledge of principles, practices, and techniques of emergency management.
- Basic knowledge of application and interpretation of federal, state, and local rules, regulations, codes, and ordinances as they relate to area of assignment.
- Basic knowledge of the principles, practices, and techniques of training development and presentation of training programs.
- Ability to apply judgement and discretion in resolving problems and interpreting policies and regulations.
- Ability to develop and maintain effective working relationships with other staff and external agencies.
- Ability to communicate effectively, both orally and in writing and make effective presentations of technical, complex, and sometimes controversial information.
