OR currently has no designated manager.  Team Leaders and hospital (not OR) educators are trying to manage the unit.  Employees have low morale and each one is doing their own thing - so to speak. Staff are unhappy. Many elder staff are free and not being utilized to staff rooms. There is no consistency with day to day operations.  The culture is poor and there are several really unpleasant staff members with unprofessional behaviors despite the "warnings".   Use of Cerner EMS was difficult and repetitive and the pre procedure processes have the circulator out of the room for a good deal of time - no assistance with opening/setting up or being tied up after scrubbing.  Bottom line - it is not a well run, staffed, or stocked OR and they are aware of it.
