TATP Nurse Consultant
* THIS IS A TIME-LIMITED POSITION.* The TATP Nurse Consultant position is a regional position as part of the Communicable Disease Branch, Medical Consultation Unit (MCU), Technical Assistance and Training Program (TATP). The primary purpose of the TATP is to assist local health department (LHD) communicable disease staff with reportable disease education, surveillance, investigation, and reporting, including use of the state's electronic disease surveillance system, NCEDSS/COVID. The position functions as part of an eight-member team of nurse consultants who serve LHD communicable disease (CD) and sexually transmitted disease (STD) staff by promoting best practices for CD and STD programs and assisting with service integration to better serve the community. The nurse consultant increases available training opportunities in the area of communicable disease prevention and control, including STD prevention and control, and participates in locally driven quality improvement activities. The nurse consultant directly supports local CD staff in identifying, preventing, and responding to communicable disease threats. The nurse consultant monitors communicable disease and STD program compliance with Agreement Addenda. Additionally, the nurse consultant has statewide responsibility for promoting best practices for STD clinics in local health departments. Qualified applicants must document on the application that they possess all of the following: * Must be knowledgeable of CDC and NC program guidelines specific to STDs and other reportable communicable diseases, including competency in DHHS policy, procedure, and standing order development. * Must have an in-depth knowledge of NC General Statutes and NC Administrative Code for Public Health Law and Rules; knowledge and experience in epidemiology, including surveillance techniques, outbreak investigation, and communicable disease control measures. * Experience utilizing a computer to create and manage databases to collect and evaluate epidemiologic data while integrating new medical, public health, and epidemiologic knowledge to assess the data and develop reports. * Experience communicating effectively and clearly, including the ability to rapidly identify and communicate appropriate control measures and carry out appropriate investigative techniques regarding communicable diseases. This includes the ability to advise staff about the most expeditious and appropriate methods for investigation, including special needs and considerations. * Competent in prioritizing technical, administrative, and advisory responsibilities and responding immediately to the needs of DHHS. This includes the ability to shift rapidly from planned administrative and surveillance duties to other duties as assigned. Occasionally, the employee will need to alter schedules suddenly to assist in the on-site investigation of an outbreak. * Experience establishing and maintaining a professional relationship with local public health staff and providing instruction to public health professionals using adult learning principles and distance learning technology. Management Preferences; * Previous work in a North Carolina local health department with experience in either Sexually Transmitted Infections and/or Communicable Disease clinics preferred. * Managerial experience within a local health department or state nurse consultant experience preferred. * Clinical experience as an STD ERRN or the equivalent, and at least two years of work in a local health department with direct patient contact. * Significant flexibility, as overnight travel may be required up to 2-5 days per month.
