Job Description Clinical Health Facility Surveyor III (RN) Location: 123 Robert S. Kerr Avenue, Oklahoma City, Oklahoma 73102 Salary: Up to $75,000.00 Annually Full Time /Part Time: Full Time Work Schedule: Monday-Friday Primary Hours: 8:00 am - 5:00 pm Position Description: This position is responsible for the evaluation and analytical review of technical licensure, certification surveys, and complaint investigations to determine enforcement actions for a variety of health facilities/agencies on a state-wide basis; providing technical assistance to health facilities/agencies and laboratories regarding enforcement, certification and licensure standards for patient services and facility operations; and ensuring compliance with federal and state laws and rules on enforcement, certification and licensure as they apply to regulated entities and the state agency. Position Responsibilities /Essential Functions The functions within this job family will vary by level, but may include the following: * Analyze and evaluate surveys to identify resident/patient/client abuse and neglect and other deficiencies of health facilities/agencies and determine appropriate enforcement actions. * Process immediate jeopardy and actual harm determinations; may recommend penalties and certification actions. * Recommends actions to certification or licensure renewal, non-renewal, or termination/revocation; relocates residents/patients/clients in the event of an administrative order; testifies to inspection findings at hearing or in court proceedings. * Analyze and evaluate certification or licensure surveys to determine compliance or non-compliance for initial or continued participation in state and federal programs; coordinates with state and federal agencies to convey compliance or non-compliance for initial or continued participation in state and federal programs. Track enforcement action and recommends appropriate remedies. * Analyze and evaluate the certification actions of state and federal programs to determine completeness to ensure all state and federal documents are included and all requirements are met. * Provide guidance regarding compliance or non-compliance with state and federal laws and regulations. * May conduct field survey inspections, desk audit reviews, or triage complaints. Minimum Qualifications * Possession of a valid permanent license as a registered nurse (RN) as approved by the Oklahoma Board of Nursing and eight (8) years of experience as a registered nurse, OR * An associate's or bachelor's degree in nursing, possession of a valid permanent Oklahoma license as a registered nurse as approved by the Oklahoma Board of Nursing and six (6) years of professional nursing experience, OR * A master's degree in nursing, possession of a valid permanent Oklahoma license as a registered nurse as approved by the Oklahoma Board of Nursing and six (5) years of experience as a registered nurse. * The applicant must successfully complete all required surveyor training within one (1) year of hire date. Valued Knowledge, Skills and Abilities * Requirements include knowledge of federal and state laws and regulations relating to the administration of Title XVIII and XIX federally mandated programs and/or state licensed providers of Non-Long Term Care services * Knowledge of principles, methods, and practices of the various programs administered by the Medical Facilities Service; principles of quality/performance improvement; methods employed to measure and report on quality improvement; methods employed to measure and report on quality improvement initiatives in health care settings. * Other requirements include the demonstrated ability to work independently to plan, coordinate, implement, and evaluate new and/or expanding programs on a statewide scale to meet established goals and statutory requirements. * Establish and maintain effective working relationships with others; communicate effectively both orally and in writing; analyze complex situations and make responsible decisions; organize and present facts and opinions. * Knowledge of supervisory principles and practices. * Ability to supervise professional personnel, evaluate survey data, prepare technical reports. * Proficiency in Microsoft suite of products and function with only occasional Information Technology intervention. Physical Demands and Work Environment: While performing the duties of the job, employee is required to talk, stand, walk, and reach with hands and arms; carry and/or lift items up to 25 lbs; drive an automobile. This position requires long periods of sitting and daily use of computer and phone. Applicants must be willing to perform all job-related travel associated with this position, when directed. Also, applicant is required to be fit-tested through the agency for proper PPE to ensure infection control precautions are met, when warranted, while conducting survey activities.
