Public Health Nurse Supervisor I
Job Purpose This is a specialized professional nursing supervisory position responsible for planning, leading, directing and supervising the below listed Alamance County Health Department programs: Foreign Language Interpreter Program (including written translations); Provides ACHD quality assurance abnormal pap smear tracking and follow-up program; Serves as lead for the ACHD clinical quality assurance internal audit program; Serves as back-up to TB program coordinator or other areas for communicable disease when a need is identified, providing direct care, treatment and home visits to TB clients; Assists with TB monthly TB medication ordering and inventory; Provides direct supervision including annual performance appraisals for (2) foreign language interpreters, (1) CNA/MOA, and other assigned nursing staff; Works in clinics providing direct patient care after appropriate training. As the nursing supervisor for these programs, this position will develop, plan, coordinator, supervise, problem solve, and evaluate the service assuring quality care consistent with professional standards and goals of the agency. This includes organizing, directing programs and staff, setting and review of staff work standards, selection and training of new staff, counseling, assist with developing work goals, positively motivating direct reports, and only when appropriate disciplining minor staff problems. Additionally, the supervisory position works with area nursing students during public health clinical rotations. REPOST Responsibilities Position duties include facilitation, coordination, and directing quality assurance measures ensuring accuracy for standards of care for the family planning, maternal health, well child health, STI/HIV, immunization/communicable disease clinics, refugee health, postpartum newborn home visits and case management programs. Specific duties also include monitoring/providing quality assurance for abnormal pap smear results including maintaining an organized patient follow-up log system, patient education and counseling regarding abnormal results and recommended evaluation/follow-up referrals, provider consultation, referral care arrangements and follow up. Serves as back-up to agency TB program coordinator providing all aspects of TB care and control. Assist triage of lab test results including patient notification, counseling/education, referral and follow up appointments for needed treatments. Perform patient home visits as needed and requested. Serve as a liaison between the Health Department, community agencies and medical providers to enhance professional relationships. Responsible for scheduling and leading quarterly agency program audits and documenting associated corrective action plans. In collaboration with Health Director, DON, Medical Director and Nursing Supervisors develop and maintain needed policy/procedures and statistics. This position will also be required to staff emergency shelters as mandated by the state public health office; assist with public health outbreak investigations and response, and perform additional duties as required by the nursing supervisor, nursing director, medical director and health director. Skills & Abilities ESSENTIAL KNOWLEDGE, SKILLS, AND ABILITIES: Considerable knowledge and skill in the administration and organization of a public health program; considerable knowledge of public health nursing supervision of staff and programs; considerable knowledge of the resources and organizations concerned with public health work in North Carolina, and current social and economic problems pertaining to public health; general knowledge of public health administration on the local level; general knowledge of educational methods and training techniques; working knowledge of State and federal laws relating to public health. Ability to plan, coordinate, and supervise the work of others and to present findings, comments, and opinions clearly and concisely in oral and/or written form; ability to exercise good judgment in appraising situations and making decisions; ability to plan and execute work effectively and to deal tactfully with the public and other health professionals. ESSENTIAL PHYSICAL ABILITIES: Medium type work (exerting up to 50 lbs. of force) with physical abilities that include: climbing, kneeling, crouching, reaching, standing (for sustained periods of time), walking, pushing, pulling, lifting, fingering, grasping, feeling, talking and hearing. Subject to repetitive motion of the wrist, hands, or fingers. Require close visual acuity for job duties such as transcription, extensive reading, operating computer terminal and measurement devices; and ability to work outside and inside extreme environmental conditions. May be exposed to blood or body fluids in performance of job duties. MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS: Master's in Nursing and two years of public health nursing experience; or graduation from a four-year college or university with a B.S. in Nursing which includes a public health nursing rotation and three years of public health nursing experience; or a Master's in Public Health and graduation from a school of professional nursing and two years of public health nursing experience; or graduation from a school of professional nursing and four years of professional nursing experience three of which must have been in public health; or an equivalent combination of training and experience. NECESSARY SPECIAL QUALIFICATIONS: A current license to practice as a registered nurse in North Carolina by the North Carolina Board of Nursing. Valid N.C. driver's license and have access to a personal vehicle. PREFERRED QUALIFICATIONS: Fluent in both Spanish and English both oral and written. The current PPO style plan allows employees to seek treatment and hardware from any vision care provider of their choice. Death Benefit - Alamance County Government has elected to contribute towards a Death Benefit associated with the Retirement System for all employees that are contributing Retirement System members. Once an employee has met at least one (1) year as a contributing member to the retirement system, the employee will have a benefit payable to their beneficiary of no less than $25,000 and no more than $50,000 based on the employee's salary. Benefit is payable if the employee is actively working and has not reached 70 years of age. Life Insurance - Basic term life insurance is the amount of one times the annual salary (no greater than $70,000) is provided for all FT employees. Additional coverage is available for purchase through payroll deductions for employee and eligible dependents. Retirement Benefits - Membership in the NC Local Government Employees Retirement System (NCLGERS) is a requirement for all full-time and regular part-time employees (working more than 1,000 hours annually). Employees contribute six percent (6%) of their annual compensation before it is taxed. If you leave the County service before retirement, you may withdraw your retirement contributions or elect to freeze your contributions in anticipation of future local government employment. If you have at least five (5) years of service, you are considered 100% vested in NCLGERS. Alamance County will be contributing a percentage as required by NCLEGRS on your behalf as well. Time Off Accruals: Vacation Time - All Alamance County full time employees immediately earn a bank of vacation hours that can be used after 6 months of employment (exhausting their probationary period). Vacation time accrues based on the full-time hire date (most recent hire date is used in the case of rehires). Employees with a hire date before the 15th of the month will receive vacation credit for that month; otherwise, time will not be earned. Time will be contributed to the employee's time off bank on the 15th of the month based on a monthly proration of the schedule below. All County employees earn 12 days of sick leave per year with an earnings of 8 hours per month if employed on or before the 15th of the month. County Observed Holidays - Alamance County will observe the State of North Carolina Holiday Schedule. Holidays will include the following and will be paid at 8 hours holiday pay. Exceptions have been made for certain departments given the nature of the services provided.
