POSITION OVERVIEW: The Administrator On Duty (AOD) serves as the representative of Administration, providing leadership and accountability for overall management of hospital operations 24/7/365. The AOD assumes the role of in-house administrator during assigned shifts, and has authority to provide operational oversight throughout the hospital, to handle crisis management, operational issues, provide interpretation of policies/procedures and make timely decisions that directly impact patient care. This position is also responsible for the distribution and utilization of available resources to provide safe patient care based on system-wide assessment assuring quality and cost efficiency. The AOD oversees the coordination and expedites patient throughput to the most appropriate available bed based on clinical criteria and patient placement guidelines in accordance with St. Charles Health System clinical standards, Joint Commission requirements, state regulations, and EMTALA and COBRA guidelines. The AOD acts as the administrative liaison to patients, families, caregivers, providers and external customers. The position requires a working knowledge of the overall operation of the hospitals, efficient patient throughput, crisis intervention, disaster management, conflict resolution and excellent interpersonal communication skills. This position does not directly manage other caregivers, however may be asked to review and provide feedback on the work of other caregivers. ESSENTIAL FUNCTIONS AND DUTIES: Oversees the activity in hospital operations; providing leadership and accountability for overall management of hospital operations 24/7/365. Serves as administrative agent of the hospital in off-hours and in the absence of administrative personnel: * Responsible for staffing of patient care departments and resource allocation * Emergency, code, disaster management, and initiation of initial Incident Command process after-hours or when Duty Administrator is unavailable. * Media and law enforcement point of contact. * Acts as a resource for organ donation when department leadership unavailable. Assists with managing morgue activities. Provides judgment and self-sufficiency in effective problem solving while serving as the administrative and operational resource for the hospital while collaborating with leadership. Obtains adequate facts and evaluates data to identify and intervene in actual and/or potential safety and risk management issues. Investigates and intervenes in situations involving patients, visitors, hospital staff and other external customers Investigates patient complaints and applies appropriate interventions as necessary. Refers follow-up solutions to nurse manager or other appropriate person. Maintains visibility with hospital staff through rounds; rounding through each unit, to collect information for patient flow and other concerns. Serves as a clinical and administrative resource to patient care units and support departments. Prioritized decision making to ensure timely patient flow (admits, discharges, transfers, emergencies) from all sources (internal departments, ER, provider offices and clinics, and other elective admissions and transfers) based on acuity, diagnosis, bed management, staffing, and resource / equipment availability. Coordinates with Patient Logistics RN. Collaborates with patient care departments regarding patient placement delays. Collaborates with Duty Administrator, ER, and Trauma services, regarding peak census protocol and diversion status. Delegated responsibility / authority for management of bed resources. Facilitates bed control meeting twice each shift: forecasts planned patient flow and staffing needs, monitors system status. Coordinates with environmental services and clinical leadership to facilitate efficient bed turnaround times, when escalated by Patient Logistics RN. Delivers excellent customer service in a manner that promotes goodwill, is timely, efficient and accurate. Monitor the overall capacity status of the four St. Charles Health System hospital campuses. Assumes responsibility and accountability for allocation of clinical resources to provide safe patient care and optimal fiscal management. Performs scheduling and staffing functions in automated time and attendance system, updating changes as necessary. Collaboration with clinical leadership to ensure appropriate staffing. Maintains collaborative relationships with managers and clinical leadership Communicates and documents pertinent information (verbal and/or electronic) in a timely manner to the hospital administration staff and department leadership Acts as requesting / approving authority for ordering of specialty clinical equipment (i.e. specialty beds) to ensure that internal resources are appropriately utilized as first line options, collaborating with clinical leadership as appropriate. Understands and ensures compliance with state, federal, and Joint Commission guidelines related to patient transport, transfers, and admissions. Demonstrates fiscally responsible resource utilization. Maintains working knowledge of collective bargaining agreements and state and federal labor / staffing laws. Provides caregiver performance feedback to appropriate managers as needed. Maintains ongoing communication with caregivers, medical staff and system leadership to ensure needs are being met for caregivers and patients. Communicates (both written and orally) effectively and maintains professional relationships with caregivers, medical staff, patients, guests and other hospital departments Attends and is actively involved in Hospital Leadership meetings, initiatives and process improvements. Consideration will be made for those actively enrolled in a BSN program. Must obtain BSN within 3 years of hire to position. Preferred: Master's Degree in Nursing or related Healthcare field LICENSURE/CERTIFICATION/REGISTRATION Required: Current Oregon RN license. AHA Basic Life Support for Health Care Providers Certification. Preferred: N/A EXPERIENCE Required: Five years acute care hospital experience. A working knowledge of overall hospital operations and the ability to prioritize multiple tasks. Strong analytical/problem solving skills with the ability to work independently. Demonstrated team and interpersonal skills. Knowledge of EMTALA regulations. Knowledge of computer software programs such as Microsoft Office and e-mail. Preferred: Previous leadership experience in healthcare Critical care & ER clinical experience. Experience with Scheduling and Staffing systems, Bed Tracking Software, and EMR. PERSONAL PROTECTIVE EQUIPMENT Must be able to wear appropriate Personal Protective Equipment (PPE) required to perform the job safely.
