POSITION CANNOT BE FILLED UNTIL 10/1/2024 GENERAL SUMMARY The Director of Nursing (DON) will supervise the nursing staff, clerk(s), pharmacy technicians, and acts as Nursing Supervisor. Performs duties concerned with the care of the sick and injured, prevention of illness, promotion of good health in compliance with Johnson County Jail Policies, and state directives and correctional healthcare standards. The DON is responsible for the performance of the Medical Staff. Works under the supervision of the Health Services Administrator. ESSENTIAL JOB FUNCTIONS: * Render first aid treatment and assist the physician in treating serious accidents or illnesses. * Treat minor injuries and illnesses according to physician instructions or nursing protocols and maintain health records. * Clean and dress wounds, operate emergency equipment and provide follow-up nursing care as required. * Prepare and administer specified medications and drugs and assist in developing programs to prevent or control diseases and accidents. * Monitor inmates restricted to bed rest or medical observation. * Conduct cursory medical exams during inmates' first 24 hours on-site, if necessary. * Conduct designated health services special programs as assigned. * Promote the development of positive social skills through modeling appropriate behaviors and intervening when inappropriate behaviors are observed. * Maintains a good working relationship with correctional personnel, staff, contracted providers, and outside provider agencies * Maintain accountability of inmates and property; adhere to safety practices. * Ensure all reports and statistics are kept and properly reported. * Assist in hiring and training employees, perform evaluations and counseling, and ensure personnel responsibilities are met for designated shifts. * Monitors the recruitment, retention, orientation, and performance of all health services personnel. Completes employee performance evaluations. * Assists in recruiting and obtaining written agreements with contracted professional providers. Ensures appropriate licensure and certifications for all health personnel * It is expected that the incumbent shall perform other duties as assigned within his/her capabilities as determined by management. * Ensures the proper flow of relevant information to correctional and health services personnel. Completes and submits daily, weekly, monthly, and annual statistical reports * Maintains confidentiality and security of health records and medical information * Closely monitors all potential catastrophic illness and the use of available resources to maintain cost. Evaluates and recommends methods of improving operational efficiency and cost effectiveness. Monitors the use of pharmaceutical services. * Reviews and approves all requisitions and purchases via the purchase order system * Actively participates in environmental inspection of the entire correctional facility to ensure a safe and sanitary environment. Plans and presents in-service educational programs. Monitors compliance with all applicable national and state health care standards for correctional facilities * Holds monthly meeting with the department administrators to evaluate statistical data, program needs, problems and coordination between custody and health services personnel. Assists in the development of a disaster plan for health services, which is consistent with the facility's disaster plan. Ensures that the health portion of the disaster plan is practiced at least annually * Ensures that job descriptions and post descriptions are established for each health services position. Provides the Director/designee with copies of all inspection reports * Plans for the collection of forensic information by outside health care professionals, as requested by the Facility Administrator * A registered professional nurse responsible for the delivery of patient care through the nursing process of assessment, planning, implantation, and evaluation. Also, directs and guides patient teaching, activities, and ancillary personnel while maintaining standards of professional nursing * Defines position duties and responsibilities of nursing personnel to ensure quality of care at the staff level of registered nurse for the facility * Interrelates and works effectively with patients' families (as appropriate), medical and nursing staffs, security staff at all levels, administrative staff and supportive staff, i.e., pharmacy, laboratory, etc. * Assists all healthcare staff providing nursing care to inmates at the facility, according to Facility Administration Policies and Local, State, and Federal Regulations * Regular attendance and timeliness are required LIMITATIONS AND DISCLAIMER: The above job description is meant to describe the general nature and level of work being performed; it is not intended to be construed as an exhaustive list of all responsibilities, duties and skills required for the position. EDUCATION - SKILLS - EXPERIENCE: Required: * Graduate of approved School of Nursing * One year of nursing experience required, preferably in a supervisory capacity in a correctional facility. * Current Registered Nurses license approved by the Texas Board of Nurse Examiners. Required: * Current and valid Texas driver's license and a safe driving record * 2 years' experience in nursing administration or a comparable management position * Knowledge of current federal and state laws and regulations that apply to the practice of nursing in a correctional setting or comparable clinical environment * Exceptional skill in establishing and maintaining effective working relationships with County staff, inmates, and the public * Has strong organizational and time management skills and the ability to prioritize responsibilities * General knowledge of basic hardware and software and uses of a variety of different computer operating systems such as Microsoft Office Work, Excel, Outlook * Ability to define problems, collect data, establish facts, and draw valid conclusions * Some knowledge of behavior patterns, legal rights, discipline protocols, and grievance procedures of inmates * Knowledge, skill, and experience in management as required for the day to day effective management of the fiscal, human resource, and quality of service needs for the division * Possess excellent communication skills in expressing oneself clearly and concisely, both orally and in writing * Ability to work in a hostile environment of inmates and their visitors without reacting in a negative manner and project a professional image at all times * Maintain appropriate, unrestricted credentials according to the licensure, certification, and registration requirements of the jurisdiction * Ability to competently perform the following services: crisis intervention, medical emergencies, physical assessment, medical nursing care, and psychiatric nursing care * Working knowledge of medications, drugs, and narcotics and their effects Preferred: * Knowledge and experience in correctional healthcare operations to include NCCHC, ACA, and FMJS accreditation standards DISCLAIMER: Johnson County will conduct background checks on new hires that will include a criminal background check related to convictions and deferred adjudications in the past 10 years and may include credit reports, motor vehicle records, employment records, and educational attainment.
